However, the historyof the ancient Silk Road has fed our imaginationfor centuries. Today, China speaks for realitywhile Europe is limiting itself to curiosity. But newlyelected French President Emmanuel Macron can accelerateEurope’s interest in the initiative.President Xi Jinping surprised the rest of the worldwhen he announced the Belt and Road Initiative. Asoften happens in China, the idea is the result of a deepstrategic reflection.China is seeking big markets for its industrial products.Marginal gains of globalization are shrinking,and growth needs a new revival. In Asia, this newrevival is called connectivity. By helping the economiesalong the Belt and Road routes to develop andimprove their infrastructure, hard and soft, China isreinforcing its openness and the upgrading of itsmanufacturing sector.The initiative will also help the internationalizationof its currency and, in the long run, the transformationof its growth toward quality.Europe should find interest in this. Under the initiative,cooperation with China on its two aisles, Eurasiaand “Eurafrica”, can allow the European Union toreach its economic growth and employment targets.That big geostrategic region must become “a communityof interests, of responsibility and common fate”.As Premier Li Keqiang has often said, “today, nonation can succeed alone”. Therefore we must inventinternational engaging projects. This perspective isdefinitely pacifist. And by serving development andprosperity, it serves peace.China’s analysis needs to be studied. In the past, the Eastwas the place where goods were born, and the West wherethey matured. Today, the West is standing still or evengoing backward while the East initiates reforms.Asian dynamics must reach Europe. As a country ofnew technologies, France is ready. Its interest is evenmore relevant since the United States has becomemore unpredictable and is turning toward the Asia-Pacificregion while ignoring Europe.Eurasia is the future global balancing power. In theinitiative, Europe can find a historical opportunity toput itself into a more central world position. So, is thisthe time to redefine transatlantic relations?For China, the West-led globalization has createdharsh competitions, partly destructive. It points to civilizationsmoving backward, for example, by giving riseto populism in the West and Brexit. That is why theelection of Macron as French president sends a messageof trust and hope.Eurasia, marked by great civilizations such as Egyptian,Babylonian, Greek, Indian and Chinese, can bethe place of rebirth of civilization. And oceans mustagain find a place in this civilization.The Belt and Road Initiative, like other innovative21st century ideas, is not speculative or virtual. Hugefinancial means and multilateral tools have beeninvested to give shape to the initiative, which willreform global governance.The Asian Infrastructure and Investment Bank willdefinitely leverage growth for Eurasian economies.And the initiative, BRICS New Development Bank andthe Silk Road Fund all show that China has the powerto realize its vision.In the next five years, China will import $10 trillionworth of goods and invest more than $500 billionabroad. The current pace is faster than the 13th Five-Year Plan (2016-20) forecast. For the first time this year,Chinese investments abroad have exceeded foreigninvestments in China.France is following the initiative with interest, andmust realize that it directly touches its interests andalliances. In June 2014, I wasasked to articulate the vision at the firstBelt and Road forum in Urumqi, NorthwestChina’s Xinjiang Uygur autonomousregion. I described five categories:history, culture, trade, mutual developmentand peaceful development.The second forum was in Quanzhou,Southeast China’s Fujian province, inFebruary 2015. It enlarged the vision toinclude the 21st Century Maritime SilkRoad, engaging Southeast Asia, SouthAsia, the Middle East and East Africa.The third forum was held in Xi’an,Northwest China’s Shaanxi province, inSeptember 2016, with the theme “SharedMemory, Common Development”.To comprehend Xi’s Belt and Road Initiative,one must appreciate globalization,which is founded on the perenniallaw of comparative economic advantageSultan Ahmed Al Jaberbut which is suffering discontent due toits differential impact on workers inWestern countries. In a reversal of historicproportions, China now championsglobalization, while the United States isnow conflicted with “America First” protectionism.China’s developmental miracle isfounded on globalization, as Chineseworkers made China the low-cost manufacturingcenter of the world.But China’s old model no longer works— for one, workers must be paid highersalaries to rebalance severe socio-economicimbalances. China must developnew modes of globalization, leveragingits expertise and experience, especially ininfrastructure construction, which is justwhat the developing economies need fortheir development.The initiative is to expand linksbetween Asia, Africa and Europe, andthus reduce imbalances in nationaldevelopment and promote global economicgrowth. It focuses on projects suchas high-speed railways. Developmentcomes first, China believes; nothing goodcan happen without economic growth.The Beijing forum seeks consensus onmajor cross-regional projects, especiallynetworks of roads, railways and shipping.At the Xi’an forum, I chaired a session(on the media), which was held at preciselythe same time as the first debatebetween US presidential candidatesDonald Trump and HillaryClinton.“One hundred years fromtoday,” I began, “when the historyof our times is written, our forumon the Belt and Road (Initiative)will carry more significance thanthe Trump-Clinton debate.”I was joking in one sense, butnot in another. Why is the initiativeso significant?From the global perspective,poverty, under-development, andvast inequalities are deep, seeminglyintractable problems — andeconomic development, catalyzedby infrastructure construction,is an essential part of thesolutions.From China’s perspective, afterdecades of remarkable growth, economictransformation is necessary, andthis includes geographical rebalancingwithin China and expanding China’strade by enhancing globalization.All of these can be achieved by the initiative,but only if formulated synergisticallyand implemented assiduously.There are substantial challenges, ofcourse — economic, financial, structural,political instability, nationalism, terrorismand, in certain circles, suspicion ofChina’s motives.But for sure, the world has great needand China has a grand plan in the Beltand Road Initiative.The author is a public intellectual, political/economicscommentator, and internationalcorporate strategist.Building a bridge to our common futureThe Belt and Road Forum forInternational Cooperation tobe held in Beijing on Sundayand Monday will see the participationof some 1,500 officials, scholars,entrepreneurs from more than 130countries, and representatives from morethan 70 international organizations. Ofthe 29 heads of state and governmentwho will participate in the forum, quite afew are from Europe. European CommissionVice-President Jyrki Katainen, too,will take part in the forum.At a time when the global economicrecovery is still sluggish, trade and investmentremains weak, and growth impetusunstable, the forum offers an excellentopportunity to review the gains and,more importantly, to build a closer andstronger partnership.China and the European Union sharemuch in common in pursuing sharedgrowth, development and connectivity,including through the Belt and Road Initiative,and have come up with a proudrecord so far.At the 17th China-EU Summit in 2015,China and the EU agreed to synergize theinitiative and the Investment Plan forEurope. China and some EU countrieshave signed inter-governmental cooperationagreements and launched a Belt andRoad working group mechanism to jointlyadvance the initiative. Also, China and16 Central and Eastern European countrieshave worked closely to enhancecooperation under the Belt and Road Initiativeand the 16+1 framework.As concrete steps to promote seamlesstraffic flows, China and the EU signed anMOU for the establishment of a “ConnectivityPlatform”. China has launched railwayfreight service to some Europeancountries. And cooperation in such areasas railways, ports, airports, power, transportationand logistics has gatheredmomentum.The two sides are also workingtogether to deepen dialogue and cooperationin information and communicationstechnology.To develop practical financial avenuesfor mutually beneficial cooperation, Chinaand the EU agreed to set up a co-investmentfund. And early this year,China became the 67th member of theEuropean Bank of Reconstruction andDevelopment.The Beijing forum has now raised thetwo sides’ interest in exploring potentialareas of cooperation to create fresh energyfor pursuing interconnected development.To contribute to the ongoingefforts and deliberations, here are mysuggestions.First, the Belt and Road Initiative isThe Belt and Road Forum forInternational Cooperation inBeijing is a milestone in thedevelopment of China’s Beltand Road Initiative, a historic effort totransform the economies along the tworoutes, strengthen links between themand better connect them to the rest ofthe world. The United Arab Emiratesstrongly supports the initiative, whichwill foster economic growth and securityboth regionally and globally.Substantial progress has been madesince President Xi Jinping announcedthe initiative in 2013. During this period,China has directly invested more than$50 billion and helped establish theAsian Infrastructure Investment Bank —a new multilateral institution designedto finance vital public works in Asia’semerging economies. The UAE is afounding member of the AIIB and committedto its central mission of bringingthe Belt and Road Initiative vision to life.China’s approach to economic developmentmirrors our own. We share thesame core beliefs in the essential connectionbetween trade, peace and prosperity.For both our peoples, these beliefsgo beyond stated principles to concreteactions, best expressed by the strengthof our bilateral trade, which has growndramatically — almost 800 times, in thethree decades since we established formalrelations — from $63 million in1984 to more than $50 billion in 2016.Our cultural and economic ties withChina go back centuries. But today’strade spans multiple sectors, with one ofthe most important being energy.Recognizing that energy demand inthe economies along the Belt and Roadroutes will grow by 50 percent by 2040,both China and the UAE have made strategicco-investment in this sector. ChinaNational Petroleum Corp and ChinaEnergy recently took a minority share inthe UAE’s onshore oil reserves, beginninga partnership with the Abu DhabiNational Oil Company that will secure oilLI MIN / CHINA DAILYsupplies for decades and ease marketaccess for essential and higher valueproducts throughout the region.ADNOC’s petrochemical company,Borouge, is celebrating seven years ofoperations in China during which thetrading volume has quadrupled. Borougeis gearing up for market growthboth within China and in the economiesalong the Belt and Road routes, wheredemand for petrochemicals and plastic,including essential utility piping andcable insulation, is expected to morethan double by 2040.At the pivot point between Asia,Europe and Africa, the UAE is ideallylocated as a logistical hub that can facilitatetrade to and from the economiesalong the Belt and Road routes. DPWorld’s Jebel Ali Port is the largest in theMiddle East and Abu Dhabi Ports Companyis one of the fastest growing. Lastyear, Abu Dhabi Ports Company partneredwith China’s shipping giant COS-CO to build a new terminal at Khalifaguided by the spirit of openness andconstructive cooperation. Given the risingprotectionist and anti-globalizationsentiments in many parts of the world,it is in our interest that China and theEU stay committed to free trade andeconomic openness, a rules-based,transparent and fair international tradingregime and order, and open up markets,oppose protectionism and securegreater connectivity and economicdevelopment and prosperity.Second, the initiative is a win-win formula.The notion that this project isdesigned to enable China to access newmarkets, which will pose a challenge,even “threat”, to the future of Europe iswrong, as it neglects the fresh perspectivesit will bring to European integration.Being open, transparent, harmonious andinclusive, the initiative is an invitation toall economies along the Belt and Roadroutes to build synergies between theirdevelopment strategies and the initiative,explore cooperation, and share the benefitsof the projects.Third, it is time that China and theEU capitalized on the new opportunitiesoffered by the initiative. Among others,China wishes to broaden policycoordination and advance cooperationconsensus through an institutionalizeddialogue mechanism, more closely collaborateon concrete projects within theChina-EU Connectivity Platform, workclosely to explore ways and means ofjoint financing and initiating projects,and deepen China-EU legal affairs dialoguewith a view to creating a favorableenvironment for business.We are more than ready to add newdimensions to our cooperation with theEU. For instance, given that China istransforming its economic developmentmodel based on innovation, and innovationremains essential to European integration,we should make deepeningcooperation in science and technologyand innovation our top priority.And fourth, we hope that at the Beijingforum and the 19th China-EU Summit,China and the EU will send out thispositive message: as the two partiesvital to the maintenance of world peaceand promotion of common developmentand shared destiny, China and theEU will shoulder the shared responsibilityof promoting the construction of amore fair, reasonable and balancedglobal governance system based onopenness, inclusiveness and win-wincooperation, and that together we canmake a difference.The author is the head of the ChineseMission to the European Union.Port that will double cargo capacity, furtherexpanding the flow of commerceamong the economies along the Beltand Road routes and the world’s othermajor trading blocs. As many economiesalong the two routes look to extend theirfootprint in Africa, the UAE represents anatural nexus for developing mutuallybeneficial trading links.The 65 economies along the two routesaccount for 30 percent of global GDP. By2040, they will account for almost twothirds,thereby becoming the world’smost significant driver of economicgrowth. Making the right investmentsnow will ensure this growth remains sustainableand more evenly spread.In short, the success of the Belt andRoad Initiative can provide the foundationfor a more secure, prosperous andprogressive future for the world.The author is a minister of state in theUnited Arab Emirates and ADNOCGroup CEO.
